The yellow lines around the handicapped parking spaces in the parking lot have been erased and in winter they are covered in snow. It happens that disabled individuals cannot enter their vehicles when another car parks too close. Security cannot issue fines due to the lack of visibility of the boundaries.

Significant potholes have developed at the entrance of the garage. This is a situation that has occurred in previous years.

Nothing has changed since the last meeting with the Property Manager. Did he give instructions, or are they not being followed?

We asked a gentleman responsible for maintaining the gym if the Property Manager had informed him to refill the cleaning wipes dispensers, and here is his response:

"I don't know who [this man] is... I don't know how to refill these dispensers, I will find out."

On December 5th, we experienced another power outage.

According to Hydro-Québec's website, it was a localized outage at Rockhill. We did not receive any communication from the administration to explain what happened, despite it being a specific issue at Rockhill.

Asked if it was equipment breakdown. the Building Manager replied that he had not received any information that the outage only affected Rockhill. He was going to check their incident reports to understand the reason for the outage with their electrician. He reminded us that their electrician was qualified and certified. He would report to us what they would find as an explanation for this power outage.

There seems to be a divergence in the responses obtained by tenants regarding the works next summer. While the Property Manager indicated to CLR that it would be Building C in 2024, others were told Building B.

However, no formal date has been provided.

Tenants have the right to know at least 3 months in advance in case of major works lasting more than a week, in order to make alternative arrangements during this period when it will be impossible for them to live at home due to noise and dust.

It was observed this week that the temperature of the pool is now adequate (28 degrees). However, there is a noticeable lack of cleanliness around the pool area (dirt, hair, various debris, etc.) for several weeks. The changing rooms, on the other hand, seem to be consistently clean.

The heating is often too hot or too cold. Do the thermostats work? The Property Manager informs us that for building B, he has not received any complaints from tenants. Heating complaints only came from tenants of building A, and two new boilers have been purchased and replaced, so that should solve this problem.

The Property Manager says that it is practically impossible for them to check everyone using these facilities, and it is the responsibility of each tenant not to open the door to people without a Fob. He says that if tenants notice that unauthorized individuals or groups are entering these areas, they should immediately notify the security guard who will come and check their right to access these places.

The Collective

Affected by the deterioration of the Rockhill Apartments in Montreal, some tenants began meeting in July 2023 to consider ways to address the situation.

From these meetings emerged the Rockhill Tenants Collective, a spontaneous group dedicated to upholding the rights of residents and the heritage value of this once upscale and avant-garde complex.
