Guiding Principles

Bringing together people from all walks of life, the Rockhill Tenants Collective aims to be a space for exchange and discussions among residents with the goal of promoting the resolution of local housing issues, community spirit, and overall well-being.

The Collective has established an Executive Committee whose main mission is to advocate for the voices of tenants with the administration.

Our action is guided by the following principles:

• Every tenant has the right to respect, dignity, integrity, and peaceful enjoyment of their dwelling. Their home is considered inviolable.

• Every tenant has the right to expect that the administration manages the real estate, on behalf of the owner, in compliance with contractual obligations and applicable laws governing property rental, safety, sanitation, and quality control.

• Every tenant has the right to privacy. Information held by the landlord for contractual purposes does not belong to them. It is subject to applicable laws and, under no circumstances, can be shared with third parties without the explicit consent of the tenant.

• Basic respect and contractual obligations of the landlord imply that each tenant, individually, should expect responses to their requests within reasonable timeframes. An acknowledgment of receipt within 24 hours is an absolute minimum.

• The administration has an obligation to inform each affected tenant, as soon as possible, of any urgent and necessary work for maintaining a healthy and safe living environment. It is also obliged to specify the details and deadlines.

• Major works that may disrupt the peaceful enjoyment of the premises must be announced in advance, and execution deadlines specified to allow tenants to take appropriate measures for their situation.

• Common areas are also part of the rented premises: tenants have the right to expect that they are accessible at all times, functional, safe, and sanitary.

As for themselves, with the aim of living together harmoniously, tenants are responsible for:

• Assuming their contractual responsibilities;

• Maintaining their apartment in good condition;

• Contributing to the cleanliness of common areas, including cleaning up after their pets as needed, ensuring proper disposal of their waste, and adhering to rules and guidelines regarding noise, parking, and the use of tobacco or cannabis;

• Contributing to a better living together by addressing their neighbors, administration staff, maintenance, and service personnel with courtesy and respect at all times;

• Addressing and/or collaborating with the Collective with a problem-solving approach, as needed;

• Addressing the Tribunal administratif du logement (TAL) in case of an unsatisfactory or inadequate response from the administration.

The Collective

Affected by the deterioration of the Rockhill Apartments in Montreal, some tenants began meeting in July 2023 to consider ways to address the situation.

From these meetings emerged the Rockhill Tenants Collective, a spontaneous group dedicated to upholding the rights of residents and the heritage value of this once upscale and avant-garde complex.
