Key Issue: Cleanliness

The dirty or damaged appearance of several common areas in Rockhill is a nuisance for all tenants as they have to live with it on a daily basis.

The "broken windows" effect is well-known: when a building looks neglected, it encourages further acts of vandalism and worse, as presented in the March 1982 article "Broken Windows" from The Atlantic Monthly:

"Social psychologists and police officers tend to agree that if a window in a building is broken and is left unrepaired, all the rest of the windows will soon be broken. This is as true in nice neighborhoods as in rundown ones. Window-breaking does not necessarily occur on a large scale because some areas are inhabited by determined window-breakers whereas others are populated by window-lovers; rather, one unrepaired broken window is a signal that no one cares, and so breaking more windows costs nothing."

It is therefore important to rectify these issues as soon as possible to avoid encouraging a general sense of neglect and antisocial behaviors that can make the complex unlivable for tenants seeking a quiet life beneficial to their physical and mental health.

The car wash station is incorrectly set up. There is a tool to create a pressurized water jet that is not connected to water. A old rubber hose without a nozzle must be used for watering. However, this hose is only connected to hot water because despite the presence of a tap for cold water, the connection is incorrectly made, and only boiling hot water comes out. A tenant reported getting burned.

For three weeks now, the door to the gym has been broken, so anyone can enter. A repair was carried out last week, and the door is now in the same condition. Therefore, it was an unnecessary repair expense.

Nothing has changed since the last meeting with the Property Manager. Did he give instructions, or are they not being followed?

We asked a gentleman responsible for maintaining the gym if the Property Manager had informed him to refill the cleaning wipes dispensers, and here is his response:

"I don't know who [this man] is... I don't know how to refill these dispensers, I will find out."

It was observed this week that the temperature of the pool is now adequate (28 degrees). However, there is a noticeable lack of cleanliness around the pool area (dirt, hair, various debris, etc.) for several weeks. The changing rooms, on the other hand, seem to be consistently clean.

Insects, cockroaches, and ants are present in many places.

According to the Property Manager, there has been a change in the maintenance of waste chutes; high-pressure washing is now regularly performed to prevent the proliferation of harmful insects. Complete eradication is impossible, he says, but controlling the infestation is, and that's why exterminators regularly come for preventive treatments. He will ask the exterminators to provide them with an informational document to send to all tenants in the form of a memo, explaining that it is best to avoid doing our own extermination treatments as it only exacerbates the insect proliferation.

The Collective

Affected by the deterioration of the Rockhill Apartments in Montreal, some tenants began meeting in July 2023 to consider ways to address the situation.

From these meetings emerged the Rockhill Tenants Collective, a spontaneous group dedicated to upholding the rights of residents and the heritage value of this once upscale and avant-garde complex.
