Intimidation by the pool

Problem Description:

A tenant was a victim of aggressive behavior by a group of men by the pool while she was using the women's change room. The men tried to open the door and yelled obscenities at her.

The lifeguard said he wasn't able to intervene, and the surveillance caméra was not working. The men were not apprehended.

Problem impact:

The lack of identity control mean that ill-intentioned people do not feel observed, which has resulted in vandalism and aggressive behavior.

The lack of training for lifeguards regarding antisocial individuals means they have no clear procedure in such situations, leaving tenants without assistance when confronted by aggressive individuals.

Risks:

Tenants may become reluctant to use the pool if there is a risk of encountering aggressive people and no surveillance to deter them. The offenders could be emboldened by a lack of increased vigilance.

Resolution Criteria:
  • Representatives of Rockhill must have a clear plan in case of aggressive behavior.
  • Visible and deterrent signs or actions should send the message that Rockhill ensures the safety of users.
Open Questions:

Do the lifeguards know what to do in the face of aggressive behavior?

Do they have a coordination procedure in case of such incidents?

Proposals:
  • Les sauveteurs doivent être formés à gérer les personnes antisociales ou ne respectant pas les règles, et intervenir au besoin, en appelant éventuellement le gardien de sécurité.
  • Les caméras doivent être réparées dès que possible lorsque non fonctionnelles afin que toute enquête ultérieure puisse s'appuyer sur des images, et surtout pour dissuader les comportements inacceptables.
  • La plupart des piscines (publiques et privées) ont une forme de vérification d'identité, par exemple, l'exigence de laisser une carte d'identité avec l'adresse. Un système de ce type devrait être appliqué, potentiellement par le sauveteur si aucun personnel supplémentaire n'est disponible.

The Collective

Affected by the deterioration of the Rockhill Apartments in Montreal, some tenants began meeting in July 2023 to consider ways to address the situation.

From these meetings emerged the Rockhill Tenants Collective, a spontaneous group dedicated to upholding the rights of residents and the heritage value of this once upscale and avant-garde complex.
